What you control is not the city: it is who you get into a car with. Cancun Airport has authorised transport and runs normally at any hour, and what travellers actually report going wrong is rarely a robbery — it is an unexpected charge, a vehicle that was not the one they booked, or someone approaching them inside the terminal offering a ride.

There is a concrete, boring defence: arrive with the transfer already booked and paid, know the name of the person meeting you, and decline anything you did not book. None of that depends on the time of day.

A 3 a.m. landing does not change the procedure
